The objective of the Action is to strengthen the activities of the priority sectors of the National Smart Specialization Strategy, as specified for each Region, by supporting investment plans of existing, very small, and small enterprises for their technological transformation, extroversion, upgrading of their products/services/activities, and improvement and modernization of their production methods, through the utilization and development of modern technologies, methods, and tools, as well as infrastructure and best practices in energy upgrading and circular economy.
Beneficiaries of the action are Existing, very small, and small enterprises.

A full closed fiscal year is understood as a year lasting 12 months. [e.g., 01-01-2024 to 31-12-2024 (year n-1), 01-01-2023 to 31-12-2023 (year n-2)].
- They must be substantially active (Main Activity Code or Activity Code with higher gross revenue) for two (2) years in one (1) eligible Activity Code (KAD) included in Annex IV - Eligible Activity Codes (KAD) of the Call, specifically:
- for years (n-1) and (n-2), if the substantial activity arises from the enterprise's Main Activity Code, or

- The proposed investment plan must concern at least one eligible investment KAD included in Annex IV - Eligible Activity Codes (KAD).
- They must have at least two (2) Annual Work Units (AWU) of dependent employment in the calendar year (n-1) preceding the submission date of the funding application. This will be confirmed based on the declared data maintained for the enterprise in the ERGANI information system.
- The amount of the subsidized budget of the investment plan cannot exceed twice the highest turnover [code (500) of tax form E3] achieved in one of the two full closed fiscal years, [for which the appropriate tax forms have been submitted to AADE for the tax years (year n-3) and (year n-2) preceding the submission of the funding application (year n)], with a maximum limit of €200,000, and a minimum limit of €30,000.

In cases where the license has not been issued or has expired, the submission of the relevant application for its issuance/renewal or any document proving the initiation of the licensing process (e.g., questionnaire submitted to OPS-AADE or notification – installation approval or environmental terms approval decision (AEPO)) is required.

- The funding application must achieve a minimum total score of 50 in the evaluated assessment criteria.
The conditions mentioned in the call must be met in their entirety. Failure to satisfy one or more of these constitutes a condition for exclusion of the investment plan and, consequently, a reason that makes the submission of the application impossible or leads to its rejection.
