Save – Business

Pre-publication Guide - The Call for Action is Expected Soon

The action is part of the “Green Transition” Pillar of the Recovery and Resilience Fund, under category A.2 Renovation and the “Investments in Energy Efficiency” Sector, and will be implemented nationwide across all regions of the country.

Implementing energy efficiency measures in businesses can significantly contribute to achieving national energy saving targets. Therefore, it is important to strengthen interventions for improving the energy efficiency of businesses in the country. In this context, savings are expected to result from:

a) the energy upgrade of building infrastructure through interventions in the building shell, upgrading internal electrical installations, upgrading cooling/heating systems, upgrading and/or integrating new materials and equipment to reduce energy losses, upgrading lighting equipment, etc., and

b) through the installation and certification of energy management systems and automation devices.

Existing micro, small, and medium-sized enterprises operating in the services, trade, and tourism sectors.

- Must have been established as an enterprise, with an eligible NACE code for the Action, by 31/12/2020.
- Must have completed at least two (2) twelve-month management periods before the electronic submission date of the funding proposal.

- An Energy Audit of the enterprise in its current state must have been completed, and the proposed energy saving plans from the energy audit results report, as defined in the aforementioned Ministerial Decision, must be derived from it.
- If the application includes measures for improving the energy efficiency of building infrastructure and if required by current legislation, the issuance of an Energy Performance Certificate (EPC) based on KENAK by an Energy Inspector registered in the Register of Energy Inspectors is required to substantiate the necessity of implementing the interventions.
- Must achieve at least the minimum energy target, according to the relevant Section.
- Must submit one (1) and only one investment proposal per Tax Identification Number (TIN) for this Action throughout the validity period of this call (the possibility is provided for upgrading more than 1 building within the same Region under the same application (TIN), provided that the details of each building are distinct in the proposal).

- Must commit that the expenses included in this specific funding application have not been funded, included, and will not be submitted for funding approval in another program funded by national or community resources.
- Must not be an undertaking in difficulty.

For each project submitted and subsidized under the program, the minimum energy-environmental target is defined as follows:

1. reduction of emitted pollutants (CO2) by at least 35%
2. primary energy savings of at least 35%
3. upgrade of the energy class based on EPC by at least three (3) energy classes compared to the existing classification (or mandatory B' class for radical renovation) if it concerns the upgrade of building infrastructure falling under the provisions of Law 4122/2013.

The substantiation of the necessity of interventions derives exclusively from an Energy Audit results report, as well as from the Energy Performance Certificate (EPC), if it concerns the upgrade of building infrastructure.

It is noted that upon completion of the physical object, an assessment of the energy target will be carried out, where the aid will be linked to the actually achieved energy savings.

The public expenditure budget for the action amounts to a total of €200 million and will be allocated separately as follows:
- €100 million for the Trade and Services sectors
- €100 million for the Tourism sector
The action is funded by resources from the Recovery and Resilience Facility, and the allocation of resources will be made at the regional level.
